Description

The Office of Addiction Services and Supports (OASAS) oversees one of the nation’s largest addiction services systems with approximately 1,600 prevention, treatment and recovery programs. We are looking for dedicated nurses to join our team at Dick Van Dyke Addiction Treatment Center, located in Ovid, NY to help improve the lives of New Yorkers by leading a comprehensive premier system of addiction services for prevention, treatment, and recovery.

Duties:

The Addictions Counselor 3 will supervise a multidisciplinary team providing addiction services and supports to clients who may have co-occurring mental health disorders and assist the day and evening shift with clinical oversight.  Responsibilities of this position include, but are not limited to:  

  • Participate in the formulation, management, development, and oversight of services.
  • Assess individual and family needs, strengths, and limitations for people with substance use disorders and mental health conditions.
  • Provide individual, group, and family counseling, as well as crisis intervention.
  • Record significant psychosocial events and/or changes in clinical condition.
  • Determine the individual needs for referral to community-based services.
  • Function as a Team Leader and serve as a resource to other team members regarding social adjustment, discharge service needs, and the effective utilization of community services.
  • Ensure that individual and group counseling is provided to each client assigned to a case management team.
  • Provide direct clinical services to clients and may carry a case load.
  • Facilitate individual and group therapy, educational presentations and related tasks in support of quality client care and the total therapeutic environment.
  • May oversee specialized service components specific to an ATC, which may include: women with children, co-occurring disorders, community residence services, and/or cultural specific services.
  • Provide full range of clinical and administrative supervision to subordinate staff; may act as shift supervisor.
  • Coordinate care and treatment planning for clients served.
  • Prepare reports and maintain all records as required.

NOTE:  Candidates must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs.  Failure to maintain licensure, certification and Medicaid/Medicare eligibility will result in the termination of employment.

Salary Details:

$71,496-$90,657

Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Mandatory overtime (MOT) is a requirement of this position.  Chosen candidate(s) will be added to the mandatory overtime roster, which is utilized on a rotating basis.  The MOT is applied during times of emergency, when all other staffing options have been exhausted (volunteers, hourly staff, contracted staff).  Our Addiction Treatment Centers (ATCs) operate 24/7/365 programming.  Therefore, MOT IS an essential function of this position and is critical to maintaining adequate staffing at all times in order to ensure the health and safety of clients within the facility.

NOTE ON COVID-19 VACCINATION/WEEKLY TESTING: All OASAS employees are required to be tested weekly for COVID-19 unless they are fully vaccinated. Employees who are vaccinated must provide proof of vaccine status through a secure online portal.



Requirements

Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~ Reachable on the current Civil Service eligible list ~OR~ Qualify for provisional appointment as described below.

Provisional Qualifications:  You must be a qualified employee of the New York State Office of Addiction Services and Supports and have had one year of permanent competitive or 55b/55c service as:

A:  An Addictions Counselor 2;  OR

B: Community Mental Health Nurse, Nurse Administrator 1, Nurse Administrator 1 (Psychiatric) , Nurse 3 (Psychiatric), Nurse Practitioner, Physician Assistant, Social Worker 1, Social Worker 1 (Spanish Language), Social Worker 1 (Deaf and Hearing Impaired), Social Worker 2, Social Worker 2 (Spanish Language), Licensed Master Social Worker 1, Licensed Master Social Worker 2, or Licensed Clinical Social Worker AND current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC).

OR

A bachelor’s degree or higher AND current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) in New York State AND three years of post-CASAC addictions counseling experience in a certified or licensed program AND one year of clinical supervision in a certified or licensed program.
